Requires State Department of Education to provide technical assistance including financial support, training, and personnel appraisal systems to schools and school districts not meeting adequate accreditation performance standards.

Revises evaluation teams for at-risk schools to include State Department of Education employees and retired educators, and authorizes teams to conduct on-site audits and prepare evaluation reports within 45 calendar days.

Prohibits school districts from hiring as consultants any education administrator whose last full-time education job in Mississippi within the preceding two years was with a school district determined to be failing by the State Board of Education.

Removes automatic repealers from statutes relating to school crisis management programs, the school administrator sabbatical program, disruptive student behavior, conflict resolution, and meningococcal disease vaccination information requirements.

Takes effect July 1, 2010.
