Redirects a portion of gaming license fees from the state general fund to the Local System Bridge Replacement and Rehabilitation Fund and a newly created Local System Road Fund.

Deposits up to $1.5 million monthly from gaming fees into the Local System Bridge Replacement and Rehabilitation Fund, with excess amounts going to the Local System Road Fund.

Creates the Local System Road Fund and authorizes the State Engineer to allocate funds to counties for constructing, reconstructing, and paving local system roads according to the state aid road formula.

Removes the requirement for the Legislature to appropriate funds to the Local System Bridge Replacement and Rehabilitation Fund, as gaming fee revenues will now provide automatic funding.

Effective July 1, 2010, with a sunset provision on July 1, 2022, after which all gaming license fees return to the state general fund.
