Authorizes distinctive license tags for over 20 organizations and institutions in Mississippi, including the University of Mississippi Medical Center, Mississippi College School of Law, African American Heritage Rodeo Association, Little League Baseball and Softball, multiple high schools (Amory, Lake Cormorant, Lewisburg, Center Hill, Southaven, Horn Lake, Hernando, West Jones), school districts (Gulfport, Biloxi), and others, effective July 1, 2010.

Imposes an additional annual fee of $30 for most tags ($50 for Mississippi College School of Law and out-of-state university tags), with $24 of each $30 fee typically distributed to the designated organization, $2 to the State Highway Fund, $1 to the Mississippi Burn Care Fund, $1 to a special fund under Section 27-19-44.2, and $2 retained by the county tax collector.

Redirects fees from University of Alabama distinctive license tags to a newly created special fund for the Blair E. Batson Hospital for Children at the University of Mississippi Medical Center, and directs Blues music tag fees to the Mississippi Blues Foundation for preservation and promotion of Mississippi's blues heritage.

Reauthorizes previously existing distinctive tags for Civitan International, the American Cancer Society, and the Mississippi SIDS Alliance, with deadlines to meet minimum purchase requirements extended to 2012 or 2013.

Removes the requirement that all distinctive license tags authorized or renewed after July 1, 2010, include a county designation referencing the county of vehicle registration.
