Amends Section 25-61-5 of the Mississippi Code to revise the maximum waiting period for public records production from an unspecified timeframe to seven (7) working days from receipt of request.

Requires public bodies unable to meet the seven-day deadline to provide written explanation stating why records cannot be produced within that period.

Establishes a maximum extension deadline of fourteen (14) working days from receipt of the original request, unless both parties mutually agree otherwise.

Requires denials of public records requests to be in writing and specify the particular exemption relied upon for the denial.

Takes effect July 1, 2010.
