Amends Section 49-7-31, Mississippi Code of 1972, to authorize the Commission on Wildlife, Fisheries and Parks to grant permits allowing private lands enrolled in the Deer Management Assistance Program (DMAP) to harvest antlerless deer using methods outside standard hunting seasons and dates.

Permits DMAP clubs and private landowners to take antlerless deer by any means beginning October 1 through January 31 upon written application and commission approval, rather than being restricted to standard hunting methods and seasons.

Requires the commission to establish rules and guidelines for permit approval based on recommendations from department biologists.

Does not change existing deer season dates and methods for general public hunting or wildlife management areas not participating in DMAP.

Takes effect July 1, 2010.
