Establishes an Early Voting Pilot Program in Alcorn County allowing qualified electors to vote early at the county registrar's office or designated location between 25 and 4 days before an election with no excuse required.

Sets early voting hours as weekdays 8:30 a.m. to 4:30 p.m., Saturdays 9:00 a.m. to 12:00 noon (with registrar's office closed the Saturday before elections), with registrar required to publish notice at least 5 days in advance.

Requires use of certified voting machines or electronic voting systems with appropriate security measures; limits single direct recording electronic machines to no more than 9,999 voters during the early voting period.

Declares early voting ballots final, requires early voters' names shown in pollbook before election day, allows no absentee voting in the registrar's office (mail-only absentee voting), and permits affidavit ballots for qualified voters whose names do not appear in records.

Sunsets the pilot program on June 30, 2011, and requires submission to federal authorities under the Voting Rights Act of 1965 with effectiveness contingent upon federal preclearance.
