Requires Mississippi Gaming Commission to comply with Mississippi Administrative Procedures Law when adopting, amending, or repealing regulations.

Authorizes commission to prescribe and collect investigative fees at levels sufficient to fund commission operations without state general funds, with commission deposits into new "Mississippi Gaming Commission Fund."

Prohibits commission members and executive director from receiving anything of value from persons holding or applying for gaming licenses.

Prevents manufacturer's licensees from being directly reimbursed by gaming licensees for license fees, though they may charge for goods and services provided.

Allows gaming training schools and institutions regulated by the commission to accept non-resident students and clarifies commission authority over promotional activities regarding claims, disputes, and award distributions.
