House Bill 115 Summary

• Requires Medicaid beneficiaries to undergo a physical examination upon eligibility determination and annual redetermination that includes measurement of body mass index (BMI) and establishes a medical home for disease management.

• Mandates that beneficiaries determined to be obese based on BMI measurement participate in an online interactive obesity prevention and reduction program with access to nutritional counseling, healthy living plans, and trained nutritional specialists.

• Provides free computer access at county and regional Division of Medicaid offices, Department of Human Services, State Department of Health, Department of Employment Security, WIC programs, and University of Mississippi Medical Center for beneficiaries without home internet access.

• Imposes penalty of increased copayments to the maximum amount allowed under federal law for beneficiaries who fail to participate in the required online obesity program.

• Becomes effective July 1, 2010, contingent on the hospital assessment provided in 2009 amendments to Section 43-13-145 becoming effective.
