Increases fees for certificates of title for motor vehicles, manufactured homes, and mobile homes from current rates to $9.00 per document across all transaction types (applications, replacements, security interests, etc.).

Requires the Department of Revenue to deposit all title fees collected into a special fund created in the State Treasury to the credit of the department.

Allows the Legislature to appropriate fees from the special fund to cover the department's costs, including maintenance of the automated statewide motor vehicle and manufactured housing registration system.

Maintains the $1.00 commission retained by designated agents for each document processed.

Effective date is July 1, 2010.
