Amends Mississippi Code Section 37-7-203 to allow municipal separate school districts in mayor-council municipalities with populations exceeding 100,000 (based on 2000 census) to have seven-member boards instead of five members.

Each of the seven board members must reside in and represent one of the seven wards in the municipality, appointed by the mayor and confirmed by the city council.

Existing board members continue serving until their terms expire, with new members selected from previously unrepresented wards; of the two additional appointments, one serves a five-year term and one serves a four-year term, with all subsequent appointments for five-year terms.

Board appointments are made at the first city council meeting in June each year, with terms commencing on the first Saturday of July.

Contains two versions of amended Section 37-7-203, with the second version (effective after Voting Rights Act preclearance) adding majority vote requirements and runoff election procedures for trustee elections in counties with fewer than 15,000 people.
