Imposes a $100 state assessment on persons convicted of any felony, deposited into the Crime Laboratory DNA Identification System Fund.

Adds a $25 assessment for railroad crossing violations (Section 77-9-249) to fund the newly created Operation Lifesaver Program under the Department of Transportation.

Adds a $25 assessment for violations of the Uniform Controlled Substances Act to fund the newly created Drug Evidence Disposition Fund under the Bureau of Narcotics.

Imposes a separate $300 laboratory analysis fee on individuals convicted of felonies or who participate in pretrial intervention programs when crime laboratory services were used in the case.

Creates the Operation Lifesaver Fund and Drug Evidence Disposition Fund as continuing special funds in the State Treasury, effective July 1, 2010.
