Authorizes municipal governing authorities in cities with 10,000+ population to appoint one additional municipal judge with the same authority as existing judges.

Raises the population threshold from 10,000 to 20,000 for municipalities where appointed judges may be licensed attorneys from adjacent counties or justice court judges instead of requiring residency within the municipality.

Allows municipalities with 50,000+ population to appoint up to six municipal judges (increased from previous limit), each exercising equal authority.

Requires municipal judges in larger cities to be qualified county electors and attorneys at law, except where Section 21-23-5 exceptions apply.

Takes effect upon passage.
