Establishes a scholarship program administered by the Board of Trustees of State Institutions of Higher Learning for law students at the University of Mississippi School of Law or Mississippi College School of Law.

Provides scholarships equal to the annual cost of tuition and fees at the University of Mississippi School of Law to eligible students who commit to working as attorneys for a Mississippi branch of the Legal Services Corporation.

Requires scholarship recipients to maintain a "C" average or higher in law school and to serve as attorneys for a Mississippi Legal Services Corporation branch for at least four continuous years after graduation.

Makes scholarship recipients liable for repayment of all awards plus interest at the current Stafford Loan rate if they fail to complete law school or fail to complete the four-year service obligation; includes attorney's fees if claims go to collection.

Takes effect July 1, 2010.
