Establishes a crisis intervention team pilot program in Hinds County with a single point of entry for assessment, triage, and stabilization of persons in mental health crisis detained by law enforcement.

State Board of Mental Health shall adopt rules and regulations establishing minimum standards and requirements for the pilot program operation and training and certification of crisis intervention teams.

Region 9 Mental Health/Mental Retardation Center (Hinds Behavioral Health Services) shall contract with University of Mississippi Medical Center, St. Dominic Hospital, and Central Mississippi Medical Center to designate one facility as the single point of entry.

Persons brought to the single point of entry receive initial assessment and stabilization, then temporary treatment services at that facility or either of the other two contracted facilities until medically cleared for transfer to an appropriate mental health facility.

Region 9 Mental Health/Mental Retardation Center shall submit progress reports to the Legislature on or before September 1, 2010, and January 1, 2011.
