Authorizes Simpson County Board of Supervisors and the Department of Finance and Administration to exchange 40 acres of county-owned property adjacent to Magee Municipal Airport for 40 acres of Mississippi Department of Mental Health property of equal fair market value.

Allows Simpson County to exchange 30 acres of the property received from the state for 15 acres of privately-owned land adjacent to the airport landing strip, with values determined by average of at least two qualified appraisals.

Authorizes Simpson County to sell the 15 acres acquired from the private landowner to the City of Magee for not less than fair market value as determined by average of at least two certified appraisals.

Requires all property exchanges and sales to comply with Section 19-7-3 and retain all mineral rights for the State of Mississippi.

Takes effect upon passage.
