Requires persons appearing to vote in person to present state-issued photo identification, with acceptable forms including driver's licenses, passports, government employee IDs, employer IDs, student IDs, military IDs, and business customer IDs through December 31, 2010.

Establishes stricter identification requirements effective January 1, 2011, limiting acceptable ID to Mississippi driver's licenses or voter registration cards with photographs and cardholder numbers.

Directs the Secretary of State and Commissioner of Public Safety to produce and distribute voter registration cards with photographs at no cost to all qualified electors by January 1, 2011.

Establishes voter intimidation as a felony punishable by 1 to 5 years imprisonment or a fine up to $5,000, or both, per occurrence.

Requires the Secretary of State to prepare instructions for absentee voters to comply with identification requirements and directs election managers to ensure compliance with identification rules for absentee ballots.
