Increases the monthly program fee for offenders participating in the Department of Corrections Intensive Supervision Program from $80.00 to $88.00, with judges able to reduce the fee in cases of extreme financial hardship

Establishes a uniform credit rate of $25.00 per day against fines for each day of confinement when a convict is unable to work or the government entity cannot provide work

Allows judges discretion to set credit rates for work performed on public property, but requires the rate to be no lower than the highest current federal minimum wage

Requires intensive supervision program participants to maintain employment or student status, pay restitution and fees, submit to drug/alcohol tests, perform at least 10 hours of community service monthly, and remain at approved residences
