Allows agencies and governing authorities to set aside up to 20% of anticipated annual expenditures for purchasing from minority businesses, subject to competitive bidding requirements and Department of Finance and Administration regulations.

Permits minority business owners to renegotiate contract terms upon expiration of original purchasing contracts with agencies or governing authorities if the contract did not expire due to breach by either party.

Disqualifies individuals within the second degree of kinship to a minority business owner from being eligible as a party to new or subsequent purchasing contracts with the same agency or governing authority that contracted with the minority business owner.

Individuals beyond the second degree of kinship to the minority business owner remain eligible to be party to contracts with the agency or governing authority.
