Applies to school districts within the three lowest accreditation levels as defined by the State Board of Education, beginning with the 2010-2011 school year.

Requires mandatory implementation of school uniforms and gender-separated classrooms.

Mandates home economics and social usage classes for middle school students, hiring of school resource officers and counselors, and daily homework assignments in all grades K-12.

Requires spelling bees, mathematics bees, and science bees in grades 3-12, plus mandatory business and finance classes with entrepreneurship competitions.

Establishes distance learning options in mathematics, science, home economics, social usage, and business/entrepreneurship when qualified teachers are unavailable.
