Authorizes Pat Harrison Waterway District to receive and expend funds from the American Recovery and Reinvestment Act of 2009 (ARRA) or other sources to construct a lake and related structures in George County, Mississippi.

Permits the district to obtain information and research regarding lake construction from the Department of Wildlife, Fisheries and Parks and to receive funds from that department for the project.

Authorizes issuance of state general obligation bonds not exceeding $15,925,000 total, with $3,000,000 allocated to a new "Pat Harrison Waterway District Lake Improvements Fund" for the George County lake project.

Allows State Bond Commission to negotiate bond sales and eliminates the requirement to publish bond sale notices in newspapers or financial journals with large national circulation.

Removes certain restrictions on Pat Harrison Waterway District's expenditure of funds for parks and recreation facilities.
