Establishes a county court for Pearl River County with one county judge to relieve overcrowded court dockets and facilitate trial disposition of cases.

County judge may divide the court into civil, equity, criminal, and youth court divisions at the judge's discretion.

Initial county judge elected in November 2010 with candidacy deadline 60 days prior; judge takes office January 2011 and thereafter follows standard county judge election procedures.

Pearl River County Board of Supervisors may appropriate funds from general fund to pay salaries and expenses for the judge, court staff, and youth court division facilities.

Requires submission to the Attorney General under the Voting Rights Act of 1965 for federal approval before the act takes effect.
