Establishes an "Early Voting Act" allowing qualified electors to vote early at the registrar's office or designated location between 22 and 5 days before election day.

Requires all early votes be cast on voting machines, electronic voting systems, optical mark reading equipment, or direct recording electronic (DRE) voting equipment compliant with state law specifications.

Limits DRE voting systems to no more than 9,999 voters per single machine during the early voting period.

Requires county registrars' offices to remain open at least 3 evenings (4:30 p.m. to 8:00 p.m.) and at least one Saturday (8:00 a.m. to 4:00 p.m.) during early voting, with notice published 25 days before election.

Results from early voting must be announced simultaneously with election day results, and all applicable election laws shall apply to early voting procedures.
