Prohibits using a cellular telephone while operating a motor vehicle unless using hands-free accessories that allow the driver to speak without holding the phone

Exempts calls made to E911 emergency services and calls made while the vehicle is parked

First offense carries a fine of up to $150; second offense within three years carries a fine of up to $300

Third or subsequent offense within three years results in a fine of up to $500, up to 6 months in county jail, and at least 10 days of community service

Effective date of July 1, 2010
