Requires the Division of Medicaid to recognize interception of child support payments from a beneficiary's income as an allowable cost when the beneficiary's sole source of income is a Social Security Administration benefit.

Entitles noncustodial parents to a credit against child support obligations for the full period when past-due Social Security disability benefits are paid to the custodial parent on behalf of a child based on the noncustodial parent's record.

Takes effect upon passage.
