Requires all state agencies, departments, and institutions to develop budget requests for fiscal year 2012 and later using zero-based budgeting principles, starting from a base of zero dollars.

Mandates agencies identify all component programs, describe activities, specify legal basis for programs, and itemize detailed budgetary requirements by object of expenditure for prior, current, and budget fiscal years.

Requires agencies to identify and justify all changes in budgetary requirements between fiscal years and develop narratives justifying each line-item expenditure and proposed changes.

Directs the Joint Legislative Budget Committee and Governor's Office to review only zero-based budget requests and develop recommendations using zero-based principles.

Requires the Legislature to determine all state appropriations for fiscal year 2012 and later by starting with a base of zero dollars for each program and adding dollars only for approved activities and recommended changes.
