Amends Section 49-17-737 of Mississippi Code to revise the composition of the Hancock County Utility Authority board from appointed directors to include the Mayors of Bay St. Louis and Waveland and the President of the Board of Supervisors of Hancock County.

Allows the Mayor of Bay St. Louis, Mayor of Waveland, and President of the Board of Supervisors to designate representatives to serve on the board in their place.

Maintains four additional board seats for the Chairmen of the Diamondhead Water and Sewer District, Kiln Fire and Water District, Hancock County Water and Sewer District, and Pearlington Water and Sewer District.

Sets initial terms of two years for the Bay St. Louis Mayor representative, three years for the Waveland Mayor representative, and four years for the Board of Supervisors President representative, with subsequent terms of four years.

Specifies that any designee serving on the board operates at the will and pleasure of the governing authority that designated them.
