House Bill 146 Summary

• Requires the Department of Human Services to provide TANF recipients ages 13-20 with information and referral to programs covering birth control, prenatal health care, abstinence education, marriage education, parenting skills, family preservation, and fatherhood.

• Makes participation in these programs mandatory for TANF recipients ages 13-20 who receive benefits.

• Requires identified fathers of children born to TANF recipients ages 13-20 to participate in the same educational programs once paternity is legally established.

• Extends the same information, referral, and mandatory participation requirements to Medicaid recipients ages 13-20 and their identified fathers through the Division of Medicaid.

• Effective July 1, 2010.
