Requires comprehensive sex education instruction in all public schools Grades K-12, with parental opt-out allowed through written objection without penalty to students.

Mandates that all sex education courses emphasize abstinence as the expected norm and must be medically accurate, age-appropriate, and cover prevention of sexually transmitted infections and HIV.

Establishes 15 specific criteria for sex education content, including discussion of contraception effectiveness, financial responsibility laws, sexual assault prevention, healthy relationship skills, and resources for abuse survivors.

Amends Mississippi Code sections 37-13-131, 37-13-135, 37-13-171, and 37-14-3 to make comprehensive sex education a required component of the Comprehensive School Health Education Program and to require school nurses to provide instruction in all program components.

Requires local school boards to adopt implementation plans for comprehensive sex education and allows the Office of Healthy Schools to submit policy recommendations to the State Board of Education for related rules and regulations; effective July 1, 2010.
