Changes the name of the Oakley Training School to the Oakley Youth Development Center, effective July 1, 2011.

Amends multiple sections of Mississippi Code to replace references to "Oakley Training School" with "Oakley Youth Development Center" throughout state law, including sections governing juvenile justice, youth services, education, and corrections.

Specifies that all youth adjudicated delinquent and committed to training school shall be housed at the renamed Oakley Youth Development Center, with gender-specific treatment programming.

Requires the Department of Human Services Division of Youth Services to provide educational services, health records, transition planning, and individualized treatment plans for youth at the facility.

Maintains the facility's role under Department of Human Services jurisdiction for detention, training, care, treatment, and aftercare supervision of delinquent children committed by youth courts.
