Authorizes the Department of Rehabilitation Services to fingerprint and conduct criminal history record checks, child abuse registry checks, sex offender registry checks, and vulnerable adult abuse or neglect checks on all employees, volunteers, contractual workers, and independent contractors performing services for the department.

Allows the Department to use results of background checks for employment decisions and service provision to consumers of the department's services.

Exempts the Department and its agents, officers, employees, attorneys, and representatives from liability for any findings, recommendations, or actions taken based on the background check results.

Effective July 1, 2010.
