Amends Section 31-7-15 of Mississippi Code to require state agencies and government authorities to procure paint products and furniture from Mississippi-based companies or industries when available at equal price and quality.

Applies the requirement to painting and furnishing of all state-owned public facilities, as defined in Section 31-7-1.

Exempts local school districts and state institutions of higher learning from compliance with the new procurement requirements.

Maintains existing preference for in-state commodities when competitive bids are equal in price, quality, and service.

Takes effect July 1, 2010.
