Allocates funds under the Adequate Education Program to school districts with the highest incidences of crime, violence, food stamp participation, and unemployment to employ licensed social workers beginning in the 2010-2011 school year.

Requires social workers funded under this program to be full-time professionals who spend at least 75% of work time in direct contact with students and no more than 25% on administrative activities.

Establishes a statewide video conferencing program through the Department of Human Services employing ten licensed social workers to provide services to schools without their own social workers.

Allows school guidance counselors to arrange social worker services via video conferencing when a student need is identified, with requirements to maintain confidentiality and privacy protections.

Amends Section 37-151-7 of Mississippi Code to include social worker funding allocations within the state's Adequate Education Program formula.
