Deletes the repealer on Section 37-115-43, making permanent the University of Mississippi Medical Center's authority to operate a Center of Excellence at Blair E. Batson Hospital for Children to provide comprehensive evaluations and care for suspected victims of child maltreatment in collaboration with the Department of Human Services and Attorney General's Office.

Extends the repealer date for the Child Death Review Panel from July 1, 2010 to July 1, 2013, continuing the panel's authority to review infant and child deaths and submit annual reports with recommendations to legislative committees.

Extends the repealer date for the Division of Medicaid's dialysis transportation program for eligible low-income elderly and disabled patients from June 30, 2010 to June 30, 2013.

Extends the repealer date for temporary physician assistant licenses from July 1, 2010 to July 1, 2013, allowing applicants enrolled in master's degree programs to practice under temporary licenses valid for no longer than one year without renewal.

Takes effect July 1, 2010.
