Permits salary supplements of up to $5,000 per annum for criminal investigators from non-state sources including county, municipal, federal, private grants, or interlocal cooperative agreements.

Maintains existing authorized positions: one full-time criminal investigator per district, with additional investigators authorized in specified circuit court districts.

Requires submission to the Attorney General of the United States for Voting Rights Act compliance before the act becomes effective.
