Deletes automatic repealers on statutes establishing the Interagency Coordinating Council for Children and Youth (ICCCY) to make the council permanent.

Expands ICCCY membership from 7 to 15 members, adding family members, youth representatives, a MAP team coordinator, child psychiatrist, early childhood education expert, disability advocacy representative, and university faculty member.

Establishes Multidisciplinary Assessment and Planning (MAP) teams and Adolescent ("A") teams as the single point of entry for children and youth with serious emotional/behavioral disorders to access coordinated community-based services.

Defines the Mississippi Statewide System of Care to include specific services such as crisis response, intensive case management, day treatment, therapy, respite services, family support, and positive behavioral supports in schools.

Creates the Interagency System of Care Council (ISCC) as a state management team to collect data, analyze funding strategies, and coordinate MAP and "A" teams statewide, with members from all major child-serving agencies plus family and youth representatives.
