Requires drivers operating motor vehicles in the left-hand lane on roads with two or more lanes in the same direction to move to the right when overtaken by a vehicle traveling at a higher speed.

Exempts drivers from this requirement when they are actively overtaking another vehicle, preparing for a left turn at an intersection, or turning into a private road or driveway.

Amends Section 65-7-39 to clarify that drivers must keep to the right when meeting or being overtaken by another vehicle on public roads with any number of divided lanes.

Reorganizes and brings forward Sections 63-3-611 and 63-3-617 governing roadway usage and overtaking procedures, including prohibitions on passing in unsafe conditions and requirements for trucks to allow faster vehicles to pass.

Effective date: July 1, 2010.
