Creates the Legal Aid for Economically Deprived Mississippians Study Panel to identify viable funding sources for financial incentives for attorneys or law students who agree to provide nonprofit legal aid to economically deprived Mississippians

Panel membership includes chairpersons and vice chairpersons of the House and Senate Judiciary committees, 2 appointees each by the Speaker of the House and Lieutenant Governor, a Mississippi Supreme Court Justice, a chancery court judge, a circuit court judge, an Attorney General appointee, and 3 Mississippi Legal Services branch directors

Panel must elect a chairman and vice chairman by majority vote at its first meeting, with a majority of members constituting a quorum

Panel is required to file a report with its findings and recommendations to the Clerk of the House, the Secretary of the Senate, and the Governor by January 15, 2011, at which point the panel dissolves

Effective date is July 1, 2010
