Creates a joint legislative study committee to examine flood and drainage control districts throughout Mississippi and determine their effectiveness in controlling overflow and surface waters.

Committee will evaluate the economic impact of potential land development within these districts and make recommendations regarding the districts' functional operations.

Committee composition includes 12 members: the House and Senate committee chairmen on conservation/water resources, 3 senators appointed by the Lieutenant Governor, 3 representatives appointed by the Speaker, 2 members appointed by the Governor, the Executive Director of the Department of Environmental Quality, 3 professionals (engineer, architect, real estate developer) appointed by the Governor, and the Executive Director of the Mississippi Soil and Water Conservation Commission.

Committee must hold its first meeting before August 1, 2010, and submit findings and recommendations to the Legislature during the first week of the 2011 Regular Session.

Committee is dissolved after presenting its report and is authorized to accept public or private funds to support its work.
