Grants the Hinds County Board of Supervisors one additional director appointment on the board of a flood and drainage control district that spans one or more municipalities and one or more counties

Requires the Governor and the Lieutenant Governor each to appoint one director from each county in which any part of the drainage control district's lands are located

Maintains the existing provision that if total director appointments result in an even number, the Governor appoints one additional director who must be a member of the State Fair Commission to ensure an odd-numbered board

Exempts only the Governor-appointed State Fair Commission member from the requirement that directors be residents or property owners within the district

Effective date of July 1, 2010, amending Section 51-35-317 of the Mississippi Code of 1972
