Amends the St. Catherine Creek Utility Authority to limit its jurisdiction to the 144-acre old International Paper (IP) landfill site, reducing scope and preventing duplication with other Adams County entities.

Restricts the Authority's duties to solid waste, storm water, and erosion control systems specifically at the old IP landfill site, rather than broader county-wide operations.

Maintains the Authority's existing governance structure of a five-member Board of Directors appointed by Adams County Board of Supervisors, with powers to issue revenue bonds and establish rates and fees.

Clarifies the Authority's powers for acquiring property, constructing and operating facilities, entering contracts, and managing systems are limited to the designated landfill site area and any authorized expansions thereof.

Preserves the Authority's ability to issue revenue bonds validated through chancery court proceedings and authorizes municipalities and county to advance funds or borrow for start-up costs until revenues are sufficient.
