Authorizes the Town of Byhalia to levy a tax of up to 2% on gross proceeds from hotel and motel room rentals, in addition to existing taxes.

Revenue from the tax must be dedicated solely to enhancing tourism and parks and recreation in Byhalia, not counted as general fund revenue.

The Mississippi State Tax Commission collects and remits the tax to Byhalia monthly, retaining 3% of proceeds to cover collection costs.

A local election is required where 60% of qualified voters must approve the tax, with the election called by town resolution and published in local newspapers for at least three weeks.

Annual independent audit of tax receipts and expenditures is required, and the act automatically expires on July 1, 2012.
