Amends Section 77-3-705 of the Mississippi Code to expand the definition of "telephone solicitation" to include text messages and other means of communicating over telephone lines or cellular telephones.

Broadens the scope of the Mississippi Telephone Solicitation Act to cover communications beyond traditional voice calls, including any text message or other communication method sent to consumers for purposes of encouraging purchases, rentals, investments, or soliciting sales of consumer goods or services.

Applies the expanded definition to all telephone solicitors doing business in Mississippi, including persons, firms, entities, organizations, partnerships, associations, corporations, and charitable entities.

Takes effect July 1, 2010.
