Appropriates $6,000,000 from the State General Fund to the Mississippi Department of Health for fiscal year 2011 to expand HIV primary care access.

Allocates $3,000,000 to develop and operate two STD/HIV specialty clinics based on the Crossroads Clinics model in the Jackson Medical Mall (Delta region) and Forrest County.

Allocates $2,000,000 to provide free HIV antiretroviral medications to Mississippi residents with HIV disease who cannot afford them or qualify for assistance programs.

Allocates $1,000,000 for science-based STD/HIV prevention and education programs in counties surrounding the two clinics.

Unexpended funds do not lapse back to the General Fund and the act takes effect July 1, 2010.
