Appropriates $14.7 million from the State General Fund for legislative operations, including salaries, mileage, insurance, and daily expense allowances for House and Senate members during fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates $4.7 million for House of Representatives contingent fund and $3.8 million for Senate contingent fund, with up to $15,000 and $10,000 respectively for Mississippi Commission on Interstate Cooperation expenses.

Provides funding for joint legislative committees including $2.6 million for Joint Legislative Budget Committee, $1.9 million for Performance Evaluation and Expenditure Review Committee, $868,125 for Reapportionment Committee, and $138,445 for Compilation and Publication of Legislation Committee.

Appropriates $154,616 for state assessments including Southern States Energy Board ($12,357), Interstate Cooperation ($100,874), and other multistate organizations.

Requires prior approval for out-of-state travel expenses, mandates cell phone usage records be made public, and reappropriates prior fiscal year balances totaling $1.032 million for various legislative bodies.
