Appropriates $2,038,301.00 from special funds to the Office of Capital Defense Counsel for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds as follows: $931,128.00 for salaries and fringe benefits, $80,000.00 for travel and subsistence, $995,173.00 for contractual services, $25,000.00 for commodities, and $7,000.00 for equipment.

Authorizes 11 permanent full-time positions for the office with no part-time or time-limited positions.

Allows the Director to accept and expend up to $200,000.00 from additional source funds and directs agencies to compile and publicly disclose cell phone usage records for assigned wireless devices.

Requires the office to maintain accounting and personnel records in the same format as fiscal year 2010 and to submit the fiscal year 2012 budget request in comparable detail.
