Appropriates $783,336.00 in special funds to the Office of Capital Post-Conviction Counsel for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds across personal services ($517,349.00), travel and subsistence ($29,000.00), contractual services ($219,036.00), commodities ($14,201.00), equipment ($3,000.00), and wireless communication devices ($750.00).

Authorizes 6 permanent full-time positions and grants authority to accept and expend additional source funds up to $2,000,000.00.

Requires the agency to maintain accounting and personnel records in the same format as Fiscal Year 2010 and submit future budget requests in comparable detail.

Establishes reporting requirements for cell phone usage records, preferences for Mississippi Industries for the Blind in procurement, and compliance with American Recovery and Reinvestment Act procedures.
