Appropriates $1,650,875.00 in special funds to the Mississippi Office of Indigent Appeals for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates funds as follows: $1,130,600.00 for salaries and fringe benefits; $430,275.00 for contractual services; $49,000.00 for commodities; $30,000.00 for travel and subsistence; and $11,000.00 for equipment.

Authorizes 12 permanent full-time positions and allows the Director to accept and expend up to $500,000.00 in additional source funds beyond the appropriation.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2010 and mandates cell phone usage records be compiled and made publicly available.

Takes effect July 1, 2010.
