Appropriates $6,618,268.00 from the State General Fund and $66,188,184.00 from special funds to the Department of Wildlife, Fisheries and Parks for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Allocates $5,750,000.00 from state excise taxes on gasoline, oil and petroleum products to the Fisheries and Wildlife Fund, with $500,000.00 specifically designated for the Museum of Natural Science.

Authorizes 706 permanent full-time, 103 permanent part-time, 45 time-limited full-time, and 0 time-limited part-time positions, with salaries and fringe benefits capped at $37,181,284.00.

Establishes performance measures for fiscal year 2011 including selling 590,000 hunting and fishing licenses, stocking 2,500,000 fish in public waters, serving 577,502 overnight accommodations in state parks, and educating 16,000 hunters through hunter education programs.

Provides $150,000.00 for Youth Participation Initiative to educate children in hunting, fishing, conservation and safety, and authorizes $150,000.00 for partnership with Mississippi Cooperative Extension Service for a biology specialist position.
