Appropriates $5,079,937,909.00 total funding to the Governor's Office - Division of Medicaid for fiscal years 2010-2011, comprised of $261,462,466.00 in General Funds and $4,818,475,443.00 in Special Funds for medical assistance and program administration.

Allocates $174,115,568.00 from the Health Care Expendable Fund for specific programs including CHIP at 200% poverty level ($2,879,024.00), Home and Community Waiver Program ($1,972,132.00), dental fee increases ($904,837.00), and medical program matching funds ($166,905,669.00).

Limits Salaries, Wages and Fringe Benefits expenditures to $45,954,346.00 and authorizes 947 permanent full-time positions and 11 time-limited full-time positions.

Requires the Division to freeze long-term care reimbursement rates at January 1, 2010 levels and increase funding for Assisted Living and Elderly and Disabled Home-and-Community Based Waiver programs by $3,000,000.00.

Establishes performance measures for FY2011 including administrative costs at 3.72% of budget, 634,923 medical services recipients enrolled, $9,157,056 in third-party funds recovered, and 81,348 CHIP enrollees.
