Appropriates $36,000 from the State Board of Registered Foresters Fund to cover expenses of the State Board of Registration for Foresters for fiscal year 2011 (July 1, 2010 - June 30, 2011).

Requires the Board to maintain complete accounting and personnel records in the same format and detail as fiscal year 2010, with comparable budget request submissions for fiscal year 2012.

Directs the agency to give preference to Mississippi Industries for the Blind when purchasing commodities or equipment if bids are equal in price, quality, and service.

Mandates the agency compile and publicly disclose cell phone usage records for all cellular devices assigned to officers and employees.

Includes standard appropriations provisions regarding federal stimulus funds, advertising standards, contractor hiring limits, and fund disbursement procedures, effective July 1, 2010.
